GOVERNOR NEWSOM, WE NEED YOUR URGENT ATTENTION!

This is critical!  Please instruct HCD to provide a definition of vacant that protects communities in high fire severity zones from high density development that is very dangerous in a VHFHSZ, as well as from inappropriate ministerial approval by directing “...the California Department of Housing and Community Development (HCD) to interpret the undefined term “vacant site” in Government Code § 65912.121(j) as including sites in Very High Fire Severity Zones where less than 10% of the site is developed with buildings.” 

Our community is located in a high fire hazard severity zone, a designation made based on historical data and risk assessments by fire management authorities. The need for robust planning protections in such areas cannot be understated, as they play a crucial role in preventing fires, ensuring swift response times, and safeguarding our homes and families.

Wildfires have increasingly become more frequent and destructive, fueled by climate change and urban expansion. Without these protections, our community remains vulnerable to devastating fires that threaten lives, homes, and the ecological balance of the area. In light of recent destructive fires across California, reinstating these protections is not just a matter of safety; it is a matter of urgency.

Councilmember Bob Blumenfield's letter to you, dated February 26, 2026, proposes the creation of a definition that will restore some protections to our community that should never have been removed.  AB 2243 and AB 893 are being abused by irresponsible developers who are acting out of thoughtlessness and greed.  Golf course lands that currently provide critical, much needed open space, and evacuation / wildlife corridors must undergo stringent planning reviews and adhere to fire safety regulations. This includes limitations in unsafe, inappropriate high density developments that have no place in a fire zone and only endanger lives within fire zone communities.

Governor Newsom, we call upon you to support our community and the safety of its residents. Thank you.
